About the course
The Judicial Leadership Course offers senior judicial officers the opportunity to deepen their understanding of the core theories, internal principles, and practical application of effective judicial leadership.
Going beyond legal knowledge, the course focuses on the leader within, exploring concepts of integrity, self-awareness, and moral reasoning to build a strong foundation for leading judiciaries with wisdom and resilience. Participants will engage in meaningful self-reflection, explore leadership psychology, and develop the personal competencies required to inspire trust and drive positive change within the justice system.
Building on this foundation, the programme advances into the practical application of leadership in complex judicial environments. With a focus on external impact and institutional legacy, it equips participants with advanced people management skills, strategic communication tools, and resilience-building approaches to manage high-performing teams, navigate public scrutiny, and design enduring judicial reforms.
Participants will develop tangible tools and strategies to lead their judiciaries effectively, manage change, and leave a lasting legacy of excellence.
The Judicial Leadership Programme for southern and eastern Africa is a five-day residential course designed and delivered by the Judicial Institute for Africa (JIFA) at the University of Cape Town. It is intended for senior judges and senior court administrators from judiciaries across southern and eastern Africa.
The programme builds on JIFA’s proven history in judicial leadership training since 2017, incorporating lessons from JIFA’s Year 1 and Year 2 judicial Leaders Training Programmes, as well as comparative models of judicial executive education.
Judicial leadership in southern and eastern Africa operates in a context shaped by the legacies of colonialism, ongoing institutional reform, resource constraints, evolving public expectations, and rapid technological change. This programme is designed to equip judicial leaders with the knowledge, skills, and networks to lead their institutions effectively, ethically, and with resilience in this demanding environment.
Aims and Objectives:
- To introduce participants to established and contemporary models of leadership and their application within the judiciary
- To develop participants’ capacities in self-awareness, emotional intelligence, and self-regulation as foundations of effective leadership
- To strengthen participants’ skills in communication, executive presence, and engagement with the media
- To equip participants to build, lead, and sustain high-performing judicial teams
- To provide practical tools for managing conflict, change, and crisis within the judicial institution
- To explore the opportunities and challenges of technology, innovation, and artificial intelligence for the courts
- To foster institutional resilience and the personal well-being of judicial officers
- To support participants in constructing models of a successful judiciary and planning an enduring institutional legacy
- To build a peer network of judicial leaders committed to excellence across southern and eastern Africa
Course content
Methodology:
The programme employs a blended methodology designed for senior participants:
- Interactive plenary sessions combining conceptual input with structured discussion
- Daily Group Leadership Conversations: facilitated small-group peer exchanges on real challenges drawn from participants’ own jurisdictions
- A Group Project, developed across the week and presented on the final day, in which participants apply course concepts to a practical judicial leadership challenge
- Role-play, scenario-based exercises, and case studies drawn from the southern and eastern African judicial context
- Guest speakers drawn from the judiciary, academia, and related fields
- Opportunities for informal exchange, networking, and collegial relationship-building
Course content includes:
- Mapping the Terrain: Approaches, models, and the distinctive challenges of leading within a judiciary
- Knowing Yourself as a Leader: Self-assessment, the Six Selves Leadership Integrity Model, and emotional intelligence for judicial leaders
- Ethical Leadership and Judicial Accountability: The Bangalore Principles, judicial integrity, and leading by example
- Leading High-Performing Courts: Building and sustaining high-performing judicial teams; people management policies and practices
- Communication and Executive Presence: Authoritative communication, voice and demeanour, courtroom and public presence, managing media interactions
- Conflict in the Judiciary: Sources, types, and resolution of conflict; practical tools for judicial leaders
- Managing Change in the Judiciary: Leading courts through institutional transitions; strategies for adaptive and sustainable reform
- Innovation and Technology in the Courts: AI, digital case management, access to justice through technology, and the ethical dimensions of judicial innovation
- Crisis Management and Institutional Resilience: Leading under pressure, maintaining judicial authority during public scrutiny, and institutional crisis response
- The Judiciary and the Media: Press statements, strategic communication, and protecting judicial independence in the media age
- Wellbeing, Self-Regulation and Resilience: Strengthening the resilience of judicial officers; stress management, self-care, and sustainable leadership
- Constructing a Model for a Successful Judiciary: What does institutional excellence look like? Benchmarks and frameworks for southern and eastern African judiciaries
- Designing an Enduring Judicial Legacy: Strategic planning for long-term institutional impact; mentorship and bringing on the next generation
Certification
Upon successful completion, participants will receive a Certificate of Completion from the Judicial Institute for Africa (JIFA) of the Faculty of Law, University of Cape Town.
Course cost
R40 000 / $2 500. Includes full access to course materials, discussion forums, and certification. Institutional and group enrolment options are available.
