About the couse
This course offers senior court administrators the opportunity to deepen their understanding of strategic court management and leadership within the justice sector.
Drawing on best practices from across Africa and beyond, it combines high-level strategic planning with practical managerial tools to strengthen court performance, uphold judicial independence, and enhance the delivery of justice.
Participants will develop advanced skills in governance, finance, technology, human resources, and communication to lead their institutions with integrity and efficiency.
This course is designed for:
- Senior Court Administrators and Directors;
- Chief Registrars and Deputy Registrars;
- Judicial Chiefs of Staff and Senior Managers operating within the judicial sector.
Participants should have significant managerial experience in a court or justice sector environment.

Course Convenor: Dr. Mathilda Twomey, Academic Director, JIFA. With contributions from senior members of the African judiciary, academics from the University of Cape Town and other universities, and invited experts.
Course content:
Expert-led strategic talks on judicial governance, finance, and leadership;
- Practical break-out group exercises to devise strategic plans and press statements;
- Case studies and scenario analysis on ethics, corruption, and people management;
- Interactive sessions on technology, virtual hearings, and stakeholder communication;
- Team-building activities designed to reinforce collaborative leadership skills.
By the end of this course, participants will be able to:
- Analyse the role of judicial governance in safeguarding judicial independence and apply performance measurement tools to enhance court efficiency.
- Develop and advocate for strategic plans and court budgets, applying robust public financial management and anti-corruption principles.
- Implement effective case-flow management, legal tech solutions, and virtual hearing protocols to improve service delivery.
- Lead and manage diverse court teams by applying modern HR principles, including performance management, diversity, and staff wellness.
- Communicate effectively with stakeholders and the media to foster transparency and public trust in the judiciary.
Certification
Upon successful completion, participants will receive a Certificate of Completion from the Judicial Institute for Africa (JIFA), Faculty of Law, University of Cape Town.
